Analysis of 10 case studies of outsourcing in the South African public sector demonstrates that local governments could use it more often to improve the delivery of services such as sanitation, water provision and infrastructure.

Outsourcing of public sector services to private institutions is a possible solution to the government institutions’ poor service delivery in South Africa. From an exploratory, preliminary study the conclusion could be drawn that outsourcing is a tool already effectively used by local governments.

This paper explores the financial implications of fiscal decentralization policies on the central government's operating budget in Kenya. In many cases, local services (e.g. health clinics) were started locally to be maintained and operated by the central government.
