A large and diverse range of stakeholders gathered around the central question: do local governments hold the key to faster MDG achievement? The message coming out of Kampala was clear: a new policy approach must place greater emphasis on the local arena. Some favoured a more “bottom-up” approach.

Extension of the decentralization theorem with insights from political science and economics suggests that the interaction of democratic decentralization and party centralization will produce the best outcomes for public service delivery. This was confirmed by education outcomes from 125 countries.
