A study of local governance in South Africa reveals that decentralization needs to be formalized and entrenched in local governance, and, what is more important, solutions must be found to the problems of unfunded mandates, lack of technical competence, and inadequate skills.

A study among Tsimane adults in lowland Bolivia shows that nine years after the passage of the decentralization laws, knowledge about those reforms had only partially reached them. Political authorities should address the structural limitations of the dissemination of political knowledge.
