Fieldwork from three districts in Sierra Leone suggests that chiefdom authority continues to have considerable support. In particular, section chiefs and headmen are seen as being particularly important for settling small disputes, especially in the rural areas.

There is substantial evidence that basic public services and programmes meant for the poor and marginalized function inefficiently in India, especially in the poorer states. Delivery will not improve in India unless the process simultaneously empowers the poor, including women.
