The psychological, social, economic, and political aspects of local empowerment in wildlife monitoring systems in Brazil and Namibia were assessed. Empowerment was facilitated by the value of natural resources, rights to trade and manage resources, and collaboration by stakeholders.

This article concludes that, although decentralization has not yet had a significant positive impact on the quality of public services in sub-Saharan Africa, this is due primarily to the wider policy environment rather than to decentralization per se.
