This paper uses the Bolivian experience to examine how decentralization affects governance, in particular how it might increase political competition, improve public accountability, reduce political instability, and impose incentive-compatible limits on government power, be it at a fiscal risk.

This paper explores the underlying economic and social determinants of good and bad municipal performance in two Bolivian municipalities to develop a conceptual framework. Predictions of performance based on local characteristics are then tested using data from other Bolivian municipalities.
