This paper shows that Public Expenditure Tracking Surveys (PETS) improves accountability and responsiveness of local governments in Tanzania, but much needs to be done to increase efficacy, efficiency and impact.

A study of privatization of water and sewerage services in Columbia found that larger local governments that reformed service provision exhibited slower reduction of child mortality rate from infectious and transmissible diseases than municipalities that maintained them as public services.

Using data from Uganda, this paper demonstrates that the creation of new sub-national political units (i.c. districts) can constitute a form of patronage. Similar processes may be currently taking place across Africa.
