The RIU programme has been about how to use the notion of an Innovation System as a guiding metaphor for technology development for poor farmers. RIU has shown (a small scale initially) that given the right networks and environment, much valuable research can be put to use in the developing world.

Taking Allen's attempts to build evolutionary models to aid in development policy processes as a starting point, the author shows that the innovation systems concept grounded in complex systems theory is an adequate tool in technology development and a device to ensure its long term sustainability.
