The Domestic Preparedness Program was established in 1996 to assist state, local, and federal emergency responders in preparation for responding to NBC incidents. The Domestic Preparedness Program is being conducted within a partnership between federal agencies such as the Department of Defense (DoD), Department of Energy (DOE), Federal Bureau of Investigation (FBI), Federal Emergency Management Agency (FEMA), Public Health Service (PHS), and Environmental Protection Agency (EPA). One element of the Domestic Preparedness Program is to provide NBC training to Federal, State, and Local agencies in preparation for responding to an NBC incident. The DoD had the lead in the training element.
