relevance, progress, efficiency, effectiveness, and impact of programs
activities.
Evaluation research-is a more rigorous effort than evaluation because involves the scientific methodology. Assessment-commonly interchanged with evaluation, assessment is a more limited process with a more specific purpose. It could be part of the evaluation. Needs assessment-the first stage in program implementation. Is the process of determining the nature and extent of the problems that a program is designed to address.
