The measures of evaluation and batch testing are used prior to marketing (*). They are usually conducted by a centre of reference laboratory with authority to stop the marketing of substandard tests or to publicise the data so that laboratories will know that a test is sub-standard.

Functions such as strategy development, trouble shooting and tertiary reference testing are usually carried out in a central reference laboratory.
