1. Harm reduction does not just entail products.This def’n. allows for inclusion of methods, such as behavioral changes, independent of new products.

2. Explicitly recognizes issue of ETS.

3. Encompasses cornerstones of tobacco control, prevention and cessation, as well as use of alternative products.

In essence, by this def’n. "tob. harm reduction" is tobacco control! Two terms synonymous.
