The Internet e-mail is most fundamental and cost saving service. In 1999 the UNDP report mentioned as an option for consideration the possibility of a "bit tax" -- essentially a tax on the Internet e-mail, to raise funds for spreading technology to developing nations. However UNDP had made clear that the organization did not endorse any form of international tax.
