The best planning starts with the problem and is “bottom up” rather than “top down”.

This planning produces a project which is do - able within an envelope of time and money.

A project has a specific geographical location and target beneficiaries.

It has specific objectives, outputs and activities.

A start and end date.

Clear allocation of resources.

It fits into a Programme which is in essence a group of projects interlinked for a common purpose.

The Programme in turn is part of an overall Plan, which takes a longer perspective and account of other activities.  I.e. the bigger picture

e.g.

If we construct and maintain wells……..Project

Then we provide access to safe water

If we provide access to safe water……….Programme

Then we reduce water borne disease

If we reduce water borne disease

Then we improve primary health……….Strategic Plan
