Assessment of the Earthquake's Impact Because rapid rescue of trapped
victims and prompt treatment of those with life-threatening injuries can
improve their outcome, early rapid assessment of the extent of damage and
injuries is needed to help mobilize resources and direct them to where they
are most needed (110). Unfortunately, the very factors likely to
cause large numbers of injuries are also likely to disrupt communications
and transportation and to damage medical-care facilities. Public health
officials need to establish in advance how the affected areas will be
surveyed.
