Issues such as compromises between what is collected and how it is to be analyzed, competing priorities for the same information, limitations of resources, lack of available information required to produce meaningful estimates, and lack of standardization of collection and reporting protocols are all considerations for planning and implementing. Keep in mind, this is not an academic drill--imperfections are to be expected but do not necessarily undermine the validity of such an endeavor.
