period between 1945 and 2000 in terms of phase of education and training,
phase of manpower supply and phase of economic development. In educational phase, adult literacy campaign and universalization of primary education took place until late 1960s. During 1970s there was Saemaul Undon campaign as a new community movement with the spirit of self reliance, self help, industriousness that provided a supportive value orientation for industrialization. In 1980s universalization of secondary education was achieved. Getting into the 1990s, mass higher education is a phenomenal scene in Korean. In terms of manpower supply phase, literate and manually skilled work force was mainly supplied until 1960s. With the expansion of educational opportunity, the qualification of manpower has been level up from semi-skilled to knowledge workforce.
