Secondly, improvements in housing rectified some, though far from all, of the earlier problems of exposure to the elements and overcrowding in the emerging eastern cities.  This trend would be reversed by the 1840’s because of the large number of immigrants from Europe, so overcrowding not only returned in the Eastern cities but got far worse rapidly as the 19th century continued.
