Under the EHCS, health
care cost for the elderly 70 years or older will be redistributed among insurers to offset
the disparity of the percentage of elderly enrollment. The picture shows the number of
elderly in 1,000 beneficiaries. Kokumin Kenko Hoken has on average, 216 elderly per 1,000
beneficiaries while corporate-based Hiyosha Hoken has 30-55 elderly per 1,000
beneficiaries. This disparity is equalized as if all insurance system has the national
