As with other weapon's systems, there is always the battle between low risk-low gain approaches, and high-risk high-gain approaches. We have to evaluate the transforming capabilities of our approach and the degree to which risk is reduced, and safety improved. Once again, it must be recognized that the Sept. 10th approaches did not work.
