The budget holder must take responsibility for remedial action. This is a Management decision and may be unpopular - e.g. to reduce or stop a service which is wasteful, inefficient and inappropriate, or to take urgent action to control say the drug budget - ”Only Consultants are permitted to prescribe this particular and expensive drug”.
