Designed to simplify and save, the Express program is for libraries that consistently deliver articles and other digital resources within 18 hours or less through OCLC's WorldShare Interlibrary Loan (ILL) network. As part of the program, these libraries can leverage the OCLC ILL services they already use—Tipasa, ILLiad or WorldShare ILL—to provide the fastest service possible at no extra charge.

وقعت هيئة المكتبات مذكرة استضافة مع مكتبة الملك فهد الوطنية، تقوم خلالها المكتبة بإتاحة مجموعة من المخطوطات المرقمنة عبر منصة إلكترونية موحدة بالمخطوطات بالمملكة، ومثّل هيئة المكتبات في التوقيع الرئيس التنفيذي الدكتور عبدالرحمن بن ناصر العاصم، في حين مثل مكتبة الملك فهد الوطنية الأمين العام المكلف سليمان بن يوسف المسعود.

وتسعى هيئة المكتبات من المشروع توفير منصة جامعة للمخطوطات في المملكة، تخدم الباحثين وتدعم المناخ البحثي عبر فتح نوافذ رسمية للوصول إلى المعلومات التي تحتويها المخطوطات، وذلك من خلال المنصة الإلكترونية.
