Abstract:
This paper tests the hypothesis that, by giving people more voice in decision-making, fiscal decentralization fosters social capital, measured in terms of interpersonal trust. In Brazil, and slightly less so in Indonesia, exposed cohorts were found to be more pro-voice and trustful of strangers.
