Abstract:
The Human Resources for Health (HRH) are fundamental to rebuild a functional system in an equitable mode. South Sudan has been ranked the most fragile state and still faces conflict. As fragile states face more challenges on HRH since the impact of conflict is catastrophic for the health workforce and the general population. South Sudan faces critical shortages of qualified health personnel who are not equitable distributed in country and who have been threaten with violence. The main aim of this study is therefore to critically discuss HRH challenges in South Sudan and lessons learnt from other fragile states in order to make recommendations to the Ministry of Health of South Sudan. To achieve this objective a literature review is carried out from published and unpublished articles and scrutinised using the comprehensive analytical framework of Fujita and Zwi et al, which is specified for Human Resources for Health development for fragile states. The findings indicated that other previous fragile states show that it is beneficial to instigate a strong HRH unit with capable leadership to establish good coordination with all stakeholders, including the district officials and private sector. The unit needs all stakeholders to get to understand the context in different localities, to collate credible data and develop long term strategies and implementation plans. It is recommended that South Sudan establishes a HRH unit within MoH, compile data on health workforce, re-vitalises the HRH technical working group and strengthen partnerships.
