Dr. El-Atfy
Employment Record & Work Experience
Dr. Hussein I. El-Atfy, Civil Engineer and holder of Ph.D. in Water Resources Management, is Former Minister of Water Resources and Irrigation of Egypt (2011), Honorary Vice-President of the International Commission on Irrigation and Drainage (ICID), Former Secretary-General of the Egyptian National Committee for Irrigation and Drainage (ENCID), Former Secretary-General of the National Water Research Center (NWRC), and presently Member of AWC Executive Council and Secretary-General of the Arab Water Council.
Activities on the National, Regional and International Scales. On the national scale, Dr. Hussein El-Atfy contributed to the development of the Egyptian National Water Resources Plan up to year 2017, followed by a draft National Strategy for Water Resources Management for the period 2017 – 2050 and a strategy for re-use of non-conventional water resources in Egypt. Throughout his career, he has been engaged in the planning, design and implementation of several national development mega-projects such as Toshka, North Sinai, Siwa Oasis, New Naga Hammadi Barrage, besides the National Drainage Program, the National Water Quality Monitoring Program, the PPP West Delta Irrigation Project. Dr. El-Atfy was member of the Supreme Joint Committee of the River Nile, and has participated in the formulation of the Institutional Reform Policy of the Irrigation Sector in Egypt, in addition to introducing the principles of integrated water resources management and establishing Water Users’ Associations.On the regional and international scales, Dr. El-Atfy has successfully contributed to the establishment of several regional organizations including the Arab Water Council in April 2004, the Egyptian Water Partnership, the Egyptian Young Professional Forum, the Nile Basin Initiative, the African Ministers Council on Water, the Egypt-Dutch Advisory Panel Program (APP), and the Egypt-German Irrigation Improvement Program (IIP), among others. He played an instrumental role in the establishment of the “African Water Management Training Center” hosted by the Regional Center for Training and Water Studies in Egypt. In collaboration with the League of Arab States, he assisted in formulating the 2010-2030 Strategy for Arab Water Security that was approved in 2011 during his mandate as Minister of Water Resources and Irrigation and endorsed in 2012 by the of Arab Water Ministerial Council
Consultancy Services. Advisor and Expert in the field of Irrigation, Drainage and Water Resources Management Projects and Studies on the national, regional and international scales (FAO, UNESCO, ICID, WB, International Center of Hydrology - Padova, Italy, ..). Lecturer in the fields of Water Resources Management, Irrigation, Drainage and Water Policies with various universities, research centers and international institutions, and Supervisor of M.Sc and Ph.D. Dissertations.
Distinguished Contributions and Awards. Dr. El-Atfy is member of the Specialized National Councils for irrigation and agriculture, and author of several papers and books. Regarding research and development, Dr. El-Atfy carried out and participated in a sizeable number of research studies in the fields of irrigation/drainage, and water resources management from the technical and institutional aspects.Throughout his professional career, Dr. El-Atfy was awarded a number of Recognition Awards and prizes from national and international organizations for his distinguished contributions in the water sector: He is Winner of the ICID Watsave Prize Award on “Innovative Water Management” in 1999 for outstanding contribution to water conservation and water saving in agriculture. He was also recognized by the Ministry of Defense, Egypt; The Dutch Social Committee,The Netherlands; The International Center of Hydrology, Padova, Italy; the Ministry of Water Resources and Irrigation (MWRI), and Cairo University, Egypt.
