Abstract:
Human resources constraints in the provision of health services, and the opportunities available for delivering priority programmes, were examined by the working group ‘Priority Diseases,’ one of seven working groups under the Joint Learning Initiative (JLI). The JLI is a multiple stakeholder process, initiated by the Rockefeller Foundation, that explores strategies to address human resource constraints in health. This report discusses the basis of evidence concerning the main human resources constraints in the health sector, and identifies successful strategies to address these constraints in the context of priority programmes. Unfortunately, most disease or health-determinant specific programmes in low income countries fall short of their targets because of insufficient human resources for health.
