Abstract:
This bulletin describes the process of rolling out the implementation of decentralization in Benin during the 3 years since its introduction in 2003. Special attention is paid to the elections, the establishment of communities, the planning of local development, and the transfer of decision-making power. The aim is to draw lessons, to provoke a debate among the actors on the results, difficulties, opportunities and the challenges of decentralization in Benin.
