Abstract:
Local taxes to finance decentralization are an essential link in the development of rural communities in Benin, Burkina Faso, and Mali. In this study special emphasis is placed on natural resources management to generate collective income for ensuring sustainable development. In these countries decentralization is still new. Therefore, power and trust relations are not yet well established. To stimulate the payment of taxes and levies it will be necessary to establish legitimacy, create a communal conscience, and to promote transparency in financial management.
