Abstract:
In this essay about aid effectiveness, a new approach of ICCO to change the power relations between western development organizations and southern aid recipients is discussed. ICCO will establish 11 regional councils, composed of dedicated, independent local experts. Each Regional Council will: (1) determine the regional priorities for policy and strategy; (2) be co-responsible for regional plans; and (3) control regional implementation through regional organizational structures. In addition, an International Council will be established, with members from developing countries. This council will be a source of ideas and will discuss international priorities with the board of directors. The Supervisory Council will control the Board of directors and will be responsible for the appointment of its members. Gradually, posts in both councils will be held by representatives from developing countries.
