Abstract:
This report analyses the current state of Sudan’s Comprehensive Peace Agreement. The report, written by IKV Pax Christi Regional Representative and long standing Sudan analyst, John Ashworth, issues alerts about security, wealth sharing and power sharing that need urgent attention by all those involved. It highlights the fact that the CPA cannot be equated with peace in Sudan but is better seen as a long ceasefire and roadmap to peace. It asks those engaged in policymaking to take this political reality into account. Based on the overall analysis it asks all stakeholders, including Sudanese governments, political parties, civil society and the international community to make the holding of a free and fair referendum in 2011 to be their over-riding policy objective. It also highlights the need for a Sudanese driven and broad-based discussion on the timing of the elections. Elections held before 2011 as is planned now, might even impede the referendum.
