Abstract:
This report provides a brief summary of the kidnapping issue on a global level, in particular of kidnapping in conflict regions and fragile states. The questions to be answered are concerned with the financial and political requirements that the kidnappers set, and with the impacts of these practices on the conflict and its perpetuation, and on the performance of the state.
