테러행위는 정치적 메세지 전달을 위해, 정치적 변혁을 원하나 여타의 목적달성 대안이 없는 특정 소수 집단들의 공격수단으로 이용되어 왔다. 한마디로 테러리즘은 메세지 전달의 도구 및 수단으로 볼 수 있다.
