Abstract:
The SNV advisors in Rwanda, Ethiopia, Kenya, Tanzania and Mozambique studied the present and potential role of tourism related to national development goals. They focused on what governments have been doing and where they can improve in terms of: increasing tourism arrivals; increasing out-of-pocket spending by tourists; and, increasing the share of tourism income to local and poor economies. The implementation of Sustainable and Pro Poor Tourism (PPT) in Africa is challenging and requires adoption of measures such as: enhancing understanding and gaining the support of all the stakeholders; ensuring that actors (mainly the government and the private sector) obtain benefits besides ensuring a net benefit to the poor; elaborating appropriate financial and legal procedures that ensure benefits to the community with the participation of all the stakeholders; ensuring community coherence and capacity; supporting the private sector; and, supporting small enterprises in tourism.
