Abstract:
Starting from 2003, one of PSO’s strategic goals for the years to come was to promote a programmatic approach to capacity building. The current debate and practices on programmatic approaches by PSO partners was inventoried. Quite a few discussions came up that remained partly unresolved, especially on definitions, criteria and quality standards. To get some fresh input, PSO approached selected international peers to reflect on our learning process. This report documents the outcome.
