Dr Khaled El Attar
Director, ICT Infrastructure- MCIT
Biography:
Eng. Khaled El Attar is the ICT Infrastructure Director at the Ministry of Communications and Information Technology, assigned since 2015. He has more than 35 years of experience in the field of Informatics where he held multiple senior roles at IBM and Raya. El Attar supervised more than 150 projects in this field in Egypt, Saudi Arabia, UAE, Bahrain, Germany and USA.
El Attar has a Bachelor’s degree in Engineering with honors, and a Master’s degree in Business Administration from the Arab Academy for Science, Technology & Maritime Transport in addition to a Master’s degree in Research at Liverpool University. He is currently pursuing a PhD in Change Management at Liverpool University.
"Big Data and Public Sector Innovation Capacity"
This session will discuss the public sector experience in Egypt in building a nationwide data warehouse and using analytics in the transformation process to evidence-based policies. It will show how the analytics of this data has led to innovation in services, service delivery models, policies and the overall governance.
The session will inform the audience about specific use cases for big data analytics in social equity programs and in addressing specific types of fraud as well as the planned next steps with their particular use cases for social equity, informal sector management and other developmental aspects.
Finally, it will address how big data is utilized in the innovation and the collaborative delivery of government digital services.
