Perhaps you made a change at some point in the past. Look at the data for the period immediately preceding the change, and immediately after the change. If possible look at the aggregate 3, 5 or 10 year period before and after. If you have only one or two years since the change, look at the 3 years before and the one or two years after the change. Were the numbers better after the change than before?
