Universal access with occur with the seamless and speedy sharing of information across the bandwidth spectrum from face to face all the way to super high bandwidth systems such as Internet2. Using disease monitoring as an example we need to collect that data down in the communities, then this has to flow seamlessly up to high end systems for analysis and forcasting, then the information needs to come back for community and individual decision making.
