Secondary explosive devices have been used by terrorists to deliberately target first responders. The initial detonation (primary device) serves as an attention and crowd gathering tool. The secondary device detonates in a delayed manner, and is designed to impact the responders. The secondary device may actually have more explosive potential than the primary device.
