Household cluster surveys are very efficient, particularly in densely populated areas. Coverage estimates are valid for individual clusters and the “30 by 7” method estimates coverage within +/- 10% of the true proportion. Coverage can be compared from one region to another if the methods are identical in all regions (i.e., all regions using the “30 by 7” method).
