Before selecting software for specific functions, you should undertake an overall assessment of your health information systems and develop an architecture, framework and principles as well as a requirements management governance organization.

The Enterprise Architecture approach does a good job of covering this ground and will give you the organization and structure necessary to move forward on software selection and implementation.
