The Insurance
Law of the Russian Federation was published in late 1992, providing mechanisms for the
general regulation of all insurance companies, including mandatory and voluntary health
insurance. The World Bank provided assistance to the Russian Federation Interministerial
Working Group on Health Insurance to reassess the appropriateness of the 1991 HIA, which
was written and voted into law before the August Coup. Several revisions of the HIA
dealing specifically with the functioning of the insurance funds were passed in quick
succession by the Supreme Soviet of the Russian Federation (Potapchik, 1993). |
