The use of electronic resources, their acceptance by academic library patrons, and the web design of university libraries are examined. The paper attempts to identify ways to maximise the use of e-resources by taking into consideration 18 central university libraries.

A barrier to the efficient utilisation of ICT in developing countries is the relatively low level of information literacy. This article analyses three ICT initiatives in Kenya in the light of the dimensions of information literacy. Implications for other developing countries are discussed.
