The notion of a digital library is not new in developed countries, but Pakistan's Higher Education Commission (HEC) National Digital Library Programme is a unique example of a national-level electronic library from the developing world.

As some library and information science (LIS) journals in Taiwan are open access, the aim of the study is to investigate what impact open access (OA) journals have on library and information science scholars' research in Taiwan. The mean citation rate of OA versus non-OA article citation was 1.29.
