Recently, local government associations in the Philippines have asked for an expansion in the funding of the IRA (Internal Revenue Allotment) with 10%. In addition they asked for a new transfer mechanism to ensure stronger equalization and better accountability arrangements for higher efficiency.

This paper revisits various measures of decentralization, using a sample of 58 countries, out of which 5 low-income. Aggregating distinct dimensions into a single indicator leads to a loss of information.

The architecture of fiscal decentralization in 110 countries is analysed. Local authorities are taking on more and more responsibilities. Existing funding does not allow them to respond to poverty and the need for investment. Recommendations to strengthen local government finance are proposed.
