The alleged negative effect of decentralization reforms on national political parties was studied in Bolivia, Colombia and Peru. The effect was found to go both ways. Deeper causes, and not just institutions, are most relevant to the emergence or decline of political parties.

In 2003, the South African government introduced a cadre of Community Development Workers (CDWs) with the task to foster partnership relationships between the government and communities and to bring government services to the people. CDWs are mandated to work closely with Ward Committee structures.
