This article questions the claimed advantages of land grab. It is likely that the poorest farmers will be priced out from these emerging markets for land rights, and that the interests of those depending on the commons will be ignored. Security of tenure for the rural poor must be protected.

The three institutional structures likely to influence service delivery the most are budgets, decentralization, and public administration. Decentralization is not magic. Allocating more responsibilities to subnational governments does not itself transform service delivery.

This paper argues that unless local governments have the discretion to choose among competing uses subject to a budget constraint, and citizens know this and have a way of evaluating whether the government’s decision was a good one, the decentralization will only be partial.
