The core group concept is useful for operational reasons but must be used with care. It is more acurate to talk about individuals with risky behaviours. Social stigmatization is still a reality, even in Africa. There is a risk that non-core groups people unduly feel safe. The African epidemic cannot be controlled without systematic targetting of high risk groups.
