Fort Morgan is located on the plains east of the front range of the Rocky Mountains in Colorado. Tornadoes are a hazard in this area, but the city of Fort Morgan is a relatively small target in a large expanse of country. In a 40 year period Morgan County experienced 40 tornadoes, approximately 1 a year, in a county of 1296 square miles, most Fujita F0 or F1, and none greater than F2. Thus the probability of a F3 tornado hitting Fort Morgan in any 2-5 year period is higher than 0, but it is still not high enough to migrate to the High-High Red block. However, we know that when tornadoes do hit communities on the Colorado high plains the results can be catastrophic, as was the case in the Limon tornado. This justifies the High Impact ratting.
