Amendment X is the basis for states rights in the United States. Since the Constitution does not mention medicine nor public health strict constructionists use this part of the Constitution to argue that the federal government has no right to deal with health related issues such asdrugs for the elderly, medical assistance for the poor, and improving life for the physically disabled.
