The General Welfare statement in the United States Constitution says that the Congress should be empowered to pass all laws necessary and proper to protect the citizens of the United States, thus it is appropriate to pass laws pertaining to drugs for the elderly, medical assistance for the poor,  and improving life for the physically disabled.
